302. HOLIDAY LEAVE
302.1. Holidays Effective 07/01/2024
Regular full and part-time employees are immediately eligible for holiday pay upon hire, on the following days:
- The first day of January ("New Year's Day")
- The third Monday in January ("Martin Luther King , Jr. Birthday")
- The third Monday in February ("President's Day")
- The last Monday in May ("Memorial Day")
- The nineteenth of June (“Juneteenth”)
- The fourth day of July ("Independence Day")
- The first Monday in September ("Labor Day")
- The eleventh of November (“Veterans Day”)
- The fourth Thursday in November ("Thanksgiving Day")
- The day after the fourth Thursday in November
- The twenty-fourth or the twenty-sixth day of December, as directed by the City Manager
- The twenty-fifth day of December
302.2. Use of Unpaid Leave
Unpaid leave used on the day before or after the holiday will disqualify the employee from holiday pay
302.3. Effect of Weekend Holidays
If a recognized holiday falls on a Saturday, regular employees shall observe the preceding Friday as the holiday. If a recognized holiday falls on a Sunday, regular employees shall observe the following Monday as the holiday.
If an employee observes days other than Saturday or Sunday as normal weekends in connection with City employment, then in the event a holiday falls on one (1) of those days so observed as the normal weekend the employee shall be given another day off in observance of the holiday.
302.4. Shift Employees
Shift Employees shall have their holidays designated by the Department Director for pay purposes, when appropriate. Each Shift Employee shall be granted up to 80 hours of holiday non-worked leave time at the end of the employee's first twelve (12) months, and every twelve (12) months thereafter on the employee's anniversary date. This holiday leave time will be included in the employee's vacation accrual maximum, and must be scheduled in accordance with City or department vacation leave policy.
302.5. Part-time Employees
Regular part-time employees shall receive paid holiday leave on a pro rata basis as determined by the number of hours for which the part-time position is budgeted in relation to the number of hours for full-time employees in the same category.
302.6. Scheduled Work Time on Holidays
Each regular employee shall be allowed time off with pay for each day of the foregoing holiday schedule. An employee regularly scheduled to work on any recognized holiday shall receive regular pay plus a holiday allowance of like amount provided such employee works the holiday.
302.7. Overtime on Holidays
A full-time non-exempt employee required to work overtime on a holiday shall be paid at the rate of time-and-one-half, and be granted an amount of compensatory time equal to the overtime hours worked.
