Purpose of the Personnel Policies
This manual serves as a guide to understanding the policies and procedures that define our work culture and ensure our city's success, as well as provide clear guidelines on the standards of behavior, performance and ethics expected of all city employees. Whether you are a new employee or have been with us for years, these policies are designed to provide you with the information you need to navigate your role effectively and contribute to our collective mission.
Although not meant to cover every circumstance, each section of these policies shall remain in effect until specifically rescinded, modified or supplemented. The city manager will have exclusive authority to enforce these personnel policies, as well as approve amendments to these policies. Changes and amendments will be updated and communicated as soon as possible following adoption. Department directors are entrusted with the responsibility of enforcing the citywide policies, as well as departmental policies within their departments.
