303 Vacation Leave Computation and Crediting

303 VACATION LEAVE COMPUTATION AND CREDITING EFFECTIVE 06/08/2024

303.1 Eligibility Effective 06/08/2024

Vacation accruals begin on the employee’s first pay period, but will not appear on their pay check until after thirty (30) days of employment.

Employees do not accrue vacation on their final pay check.

303.2 Vacation Accrual Effective 06/11/2022

303.2.1. Annual vacation leave credit shall be accrued biweekly from the employee’s original employment date in accordance with the following schedule:

Core employees in the Assistant Director/Division Head job family (Assistant Director pay grades) and Park employees in Superintendent job family (pay grades PM4 and PM5) are eligible for the Level 2 vacation accrual at the time of hire, regardless of the length of service. Employees in the Executive job family (Executive pay grades) are eligible for the Level 3 vacation accrual at the time of hiring, regardless of length of service. All other exempt employees with 10 years or more relevant job experience may begin at the Level 2 vacation accrual if approved by the Department Director, Human Resources and the City Manager.

Example: An employee who receives Level 2 vacation will accrue at level 2 until the employee has the years of service for level 3 above (at least 10, but less than 15 years). The employee will then advance through the vacation accrual levels in accordance with the schedule above.

303.3 Accrual Caps Effective 06/11/2022

This policy process applies to Core General employees. Employees in a Collective Bargaining Agreement should reference the respective Agreement.

Regular employees may accrue up to two hundred forty (240) hours of vacation leave.

Except that employees in the Assistant Director/Division Head job family (Assistant Director pay grades), Park employees in the Superintendent grades PM4 or PM5, and employees in the Executive job family or any employee whose vacation accrual is at level 4 or above as described in 303.2 may accrue up to three hundred twenty (320) hours of vacation leave.

Shift employees not in the Collective Bargaining Agreement, may accrue up to four hundred eighty (480) hours of vacation leave.

303.4 Use of Vacation Leave Effective 06/08/2024

303.4.1. Vacation leave will be accrued, but may not be taken, during the employee's first thirty (30) days of employment. Thereafter, vacation may be taken as accrued. Employees shall not take vacation leave before it is accrued.

303.4.2. Vacation leave must be scheduled in advance. The Department Director shall establish the time frame for scheduling vacation leave, and insofar as possible, the City will recognize seniority of the employee in arranging vacation schedules. However, the City reserves the right to determine the number of employees to be granted vacation leave in any one (1) week, but will respect the wishes of the employee insofar as the work needs of the department will permit.

303.5 Vacation Payout Effective 12/22/2012

In the event an employee is prevented from taking vacation leave within a year, due to employee's workload and such prevention has been approved by the Department Director, such employee may be entitled to an allowance in cash equal to and in lieu of such vacation leave. Before payment can be made, the employee shall request approval of the City Manager by making a written request for payment and presenting same to the City Manager for approval and authorization of payment.

Any employee who has completed six (6) months continuous service, and who is dismissed, laid off, resigns or retires shall be entitled to an allowance in cash equal to and in lieu of accumulated and earned vacation leave at the time of terminating City employment.

303.6 Part-time Employees Effective 12/22/2012

Regular part-time employees shall accrue vacation leave on a pro rata basis as determined by the number of hours for which the part-time position is budgeted in relation to the number of hours for full-time employees in the same classification.
