101 DEFINITIONS
The following words, terms and phrases, when used in these Personnel Policies, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Allocation shall mean the establishment of a position in a departmental budget.
Appeal shall mean a process that provides an employee the right of review of a Department Director's or appointing authority's disciplinary action.
Appointing Authority shall mean a Department Director or other supervisor authorized by the City Manager to appoint or discipline employees.
Class shall mean a group of positions similar in respect to duties, responsibilities and authority.
Classification shall mean the assignment of a position to an appropriate class on the basis of the kind, difficulty and responsibility of work to be performed.
Core/general employee shall mean an employee who is not included in the IAM bargaining unit or in a public safety sworn position.
Demotion shall mean the movement of an employee from one position to another with a lower maximum salary rate.
Department Head/Director shall mean an individual appointed by the City Manager to administer one (1) of the established City departments.
Employee shall mean a part-time employee, probationary employee, regular employee, temporary employee, seasonal employee, or Shift Employee.
Family Member includes the employee's spouse, son, daughter, father, mother, sister, brother, grandchild, grandparent, son-in-law, daughter-in-law, father-in-law, mother-in-law, sister-in-law, brother-in-law, step-father, step-mother, step-son, step-daughter, step-brother,
step-sister, any relationship resulting from a legal adoption, foster child, legal guardianship, and also including any relative residing with the employee.
Grievance shall mean a disagreement relating to policies, rules, and regulations, working conditions, or relationships between an employee and supervisor or other employee.
Hiring Manager shall be the supervisor who possesses appointing authority.
Original employment date shall mean the date of official appointment to a position in the municipal service for any period of continuous service, except that any part-time or temporary employee who becomes a full-time , regular or Shift Employee shall have a new original employment date, to be the effective date of the change to full-time , regular or shift status.
Part-time employee shall mean an employee in an authorized position for work on a basis less than eight (8) hours per day or less than forty (40) hours per week. A part-time position may be regular, if scheduled to work fifty-two (52) weeks per year, or temporary, if scheduled to work less than fifty-two (52) weeks per year.
Personnel Officer shall mean the Director of Human Resources.
Position shall mean a group of current duties and responsibilities assigned or delegated by competent authority, requiring full-time, part-time or temporary employment of one (1) person.
Probationary employee shall mean a regular or Shift Employee who has not completed the designated introductory period.
Promotion shall mean the movement of an employee from one (1) position to one another with a higher maximum salary rate or the addition of supervisory responsibilities.
Public safety positions shall mean those which are sworn personnel in the Fire or Police departments.
Reclassification shall mean an official determination by the Personnel Officer, subject to approval by the City Manager, that a position be assigned to a class different from the one (1) to which it was previously classified.
Regular employee shall mean a full-time employee who is employed to work a forty-hour workweek.
Regular position shall mean a position that is other than temporary and is included in the adopted annual budget or is established during a given budget year with the approval of the City Manager.
Shift Employee shall mean an employee who is employed to work a fifty-six-hour average workweek and is assigned to a duty cycle of nine (9) twenty-four-hour shifts in a twenty-seven-day period within the Fire Department.
Supervisor shall mean a manager who is authorized by the City Manager to appoint or discipline employees.
Temporary position shall mean a position composed of duties which occur, terminate and recur seasonally or intermittently according to the needs of a department.
Vacancy shall mean a duly created or currently existing position which is not occupied and for which funds have been provided.
Work Time shall mean the time for which an employee is paid.
