Overview

To insure quality work in the right of way, minimize impact on the public, reduce exposure to the city’s contractor, and reduce costs of relocating to the Utility itself.The City holds periodic meetings with all utility franchises to let them know of future projects so they can fund and plan accordingly. It should be the design engineers intent to minimize costs to utilities, if possible. On Projects nearing advertising to bid, City Staff will hold meetings with the utilities that could require relocation of there utility in the right of way. Relocation of utilities in a utility easement general requires the City to reimburse the utility. Utilities are given a copy of final plans. The inspector should attend this meeting and exchange contact information.

Contract Documents

Review the City of Lee’s Summit Right of Way Ordinance 5302 for description of rules regarding excavation in the City’s Right of Way. The inspector shall be familiar with Part VI of the Manual on Uniform Traffic Control Devices (MUTCD) and the State of Missouri One Call Laws, and the plans of the project itself.

Submittals

The City typically does not request plans from the Utilities, however under Ordinance 5302 we can require submittals for review to check for conflicts with the proposed infrastructures to be installed.

Field Observations

To insure the Utility’s contractor is complying with all ordinances and permits. These include traffic control, protection to the public, and clean up. Check survey stakes to verify proper installation of relocated utility.

Documentation

Place written observations in field book, take photos of noteworthy events and locations. Any citizen complaint should go thru City Works. Some complaints that arise could be disturbed yards, noise, parking of equipment, or destruction of landscaping.
