Department Directors may determine that the utilization of volunteers is appropriate to assist in a specific duties or services provided by the Department. Department Directors must ensure that the role of the volunteers is appropriate and does not conflict with any department policy, city policy (including pesonnel policies), laws or regulations. Questions about the appropriate use of volunteers should be directed to Human Resources and the Department of Administration.

  1. Volunteers must agree to abide by all relevant City policies and procedures and to perform the volunteer services in a safe, responsible manner in accordance with the descriptions of service.   No compensation for services may be provided by the City
  2. Authorized use of volunteers must be managed for the protection of the volunteers and the city.   Volunteers should be provided with a very clear description of the duties they are being asked to provide, the associated limitations, time frames for the volunteer work and clear lines or accountability and reporting.
  3. A volunteer relationship shall not in any way constitute nor create an employer/employee relationship between the City and the Volunteer.
  4. Volunteers must be provided access to have read, understand, and thereby agree to uphold the policies and procedures of the City of Lee's Summit. Depending on the scope of volunteer work, the following policies may apply: drug free workplace, information technology policies, sexual harassment policy, workplace violence policy, workplace violence and harassment policy, conflict of interest, use of city equipment and property, confidentiality policy and safety policy.
  5. Volunteers must agree to where photo identification badge which clearly identifies them as City Volunteers at all times while on duty and will at no time misrepresent their role or responsibilities to the public.
  6. Volunteers will be trained and must be provided training on any activity that they are not familar with, including the corresponding policies.
  7. Volunteers providing benefits to the City and working within the parameters of this policy will receive workers' compensation coverage.
  8. Except as defined herein, The City shall not be responsible for, or liable for, nor shall the volunteer be eligible to receive, any compensation or benefits including insurance coverage.
  9. The City may terminate a volunteer arrangement at any time without cause.   Violations of any City policy may result in legal action.
  10. Volunteers must dress appropriately in casual business attire unless otherwise directed.
  11. Volunteers must be punctual and reliable, must agree to work at the scheduled times, as determined the volunteer supervisor.
  12. Departments must obtain approval from a volunteer to procure a background investigation report and/or a background report as part of the process of arranging a volunteer to provide volunteer services.
  13. The Volunteeer Agreement (available as an attachment to this policy) must be completed by the supervisor and the volunteers.   A copy of the signed agreement must be provided to the volunteer and the Department must keep the original on file for reference.
