412 USE OF CITY VEHICLES

412.1 Definitions


"City vehicles" are vehicles and equipment either owned by the City or leased or rented utilizing City funds. City vehicle means any vehicle that is owned or leased by the City where operation requires possession of a state driver's license.

"Executive Vehicles" - City vehicles assigned to the Police Chief, Fire Chief or others with the approval of the City Manager.

"Staff Vehicles" - City vehicles assigned to specific individuals assigned by the Department Directors with the City Manager's approval, who have a limited amount of personal use within the metropolitan area.

"Duty Vehicles" - City vehicles assigned to specific individuals who live within the City limits and required by the Department Directors with the City Manager's approval to be driven home for the benefit of the City.

"Miscellaneous Vehicles" - All other City vehicles owned or leased by the City.

412.2 Personal Use

412.2.1 Executive Vehicles. Employee's assigned executive vehicles may use them for personal use within the Kansas City metropolitan area at no expense to themselves.


Employees assigned executive vehicles may use them for personal use one-hundred (100) miles beyond the Kansas City metropolitan area, but must pay for all gas and oil used on such trips.

No one other than the person assigned the vehicle may operate it for personal use.

Any personal use of these vehicles will be charged to the employee as compensation according to the Internal Revenue Code.

412.2.2 Staff Vehicles. Staff vehicles may be used for incidental personal use on a limited basis within the metropolitan area.

412.2.3 Duty Vehicles. Duty vehicles may only be used for personal use by driving to and from the work assignment with personal side trips within the City limits allowed during such driving at no expense to the employee. Reasonably necessary personal side trips are stops to pick up cleaning, groceries, children, etc., and are allowed only while driving to and from work before and after the employee's shift and for lunch breaks.

12.2.4 Miscellaneous Vehicles. Personal use of these vehicles, e.g., Motor Pool vehicles, is not allowed.

412.3 Exceptions


The City Manager may make reasonable exceptions to this policy.

412.4 Regulations

412.4.1 Only authorized City employees and officials will operate City vehicles.

412.4.2 All employees who operate City vehicles for City business must have a valid driver's license that entitles them to drive the class of vehicle they are assigned to operate. Upon request, employees must provide documentation of insurance and acceptable driving record. The City reserves the right to verify the validity of the information as deemed necessary. Employees are responsible for obeying all federal, state and local motor vehicle laws, including the latest amendments, and are responsible for any traffic citations received while driving the vehicle. This includes wearing seat belts at all times.

412.4.3 It is prohibited for employees to drive City vehicles while under the influence of alcohol or drugs as defined by City policy. No consumption of alcohol or drugs in any City vehicle is allowed.

412.4.4 Employees may not use City vehicles for gainful employment for another employer or as an individual.

412.4.5 Employees who live outside of the City limits are not allowed to drive their City vehicles to and from work.

412.4.6 Annual Driver's Training is required before operating a City vehicle.
