106 PROMOTIONS 1-1-04

106.1 Vacancy

Vacancies in positions above the lowest rank in any classification in the classified service may be filled by promotion of current employees, when qualified employees are available and interested. The procedures provided in Section 103 shall be followed.

106.2 Basis for Promotion

All promotions shall be made solely on the basis of merit and fitness demonstrated by examination or other evidence of competence. Employees on leave shall not be eligible for promotion, excluding vacation leave. For the purposes of career ladder promotions in Fire, Police, and IAM, employees will be eligible for career ladder promotions with the leave time counted as time in position, provided that all qualifications are met and documented demonstrating fitness and competency for the promotion.
